That's something called nerfing some characters to make other characters look strong (also for plot)

Apoo's ability seems like a trick ability. Trick characters can cause problems if you don't know the key to defeating their trick, but once you do they aren't as much of a problem.Apoo doesn't seem to have high defenses so I suppose somebody with incredible defenses like Kaido would just stroll towards somebody like Apoo while tanking dmg then bash Apoo in. Luffy and Zoro are small enough and less armored so they take more damage from Apoo's attacks I think.

All large OP characters are introduced like this. Big Mom looked like a huge disgusting snail when she was first showed, but now she's just a scary looking big woman. Size seems to be relative in OP. For example, Enma is a normal size in Zoro's and Oden's hands, even though Oden's body is double Zoro's body size.
